Early Childhood Professional Credential 2.0 Appeals Process

Individuals wishing to appeal a decision related to a Colorado Early Childhood Professional Credential 2.0 submission may do so within 30 days of the original notification of the credential submission review.

To appeal a credential decision, please submit a written appeal letter to Jennifer O'Brien.  The appeal letter should specifically indicate the decision being appealed and include a copy of the email notification with the date.  Please be sure to let us know if an adjustment to your Credential will result in an adjustment to your Colorado Shines program rating!

An initial review will be completed within 30 days of receipt of the appeal letter using the following steps:

  • Appeal will be reviewed by the Director of the ECPD Team.
  • If the Director of the ECPD Team approves the appeal, the individual will notified of the appeal acceptance and subsequent action related to the Credential.
  • If the ECPD Team Director denies the appeal, the participant will be notified in writing.  The notification will include due process procedures and options for a Final Appeal.

If the individual chooses to pursue a Final Appeal, the request for a Final Appeal must be received within 10 days of notification of a denied appeal.  Final Appeal requests should be in writing and sent to Jennifer O'Brien.   The Final Appeal will be heard by the Credential Appeals & Evaluation Committee within 45 days of receipt.  Individuals submitting a final appeal may attend the closed meeting of the Committee during the portion in which their appeal is discussed.  All decisions made by the Credential Appeals & Evaluation Committee are final.  Members of the Appeals & Evaluation Committee represent higher education, early childhood programs, school districts, Clayton Early Learning, the Colorado Department of Education and the Colorado Department of Human Services.
